Anyone know about electrics?

So Saturday night the ceiling lights in the kitchen won't turn on.
One switch for a single tube type light, and a set of 4 spotlights. (We've only ever had 2 lights on the spots).
Neither set of lights are working.

We also have uplighting on a separate switch, but that's working.

Then Sunday night the electrics tripped in the fuse box.
The label for the particular fuse says "sockets" and is located on the side which also says "upstairs lights" and "boiler."

Everything is still working in the house. Everything except the kitchen lights. Even with the fuse tripped everything is working. I can't work out what is on this fuse.
But this fuse won't switch back on, it trips straight back out.

Does anyone have any ideas as to what it could be, or what I do about it?

(Have also left messages with letting agent)
