We are looking to renovate a bathroom that currently has a pebble mosaic flooring.

We want to change the flooring when we have the bathroom redone. We assumed the pebbles would come out and the floor could be relaid with tiles.
The company that we would like to go with is saying that they would leave the floor as is and pour a vinyl over the top to smooth it out. Then tile on top of this.
Is this the correct approach, or are they looking for a shortcut because they don't want the work of removing the pebbles? Would this cause a problem because the floor would then be slightly raised? What is the best approach to changing this flooring?
