CFN Parking issue

I'm normally one of those who love a good parking thread. But just came back from holiday to a major issue with parking.

Basically I live in A rented property, my landlord is a housing association who owns most of the properties barring the one next door owned by my CF Neighbour.

She has had a long standing issue with our landlord as both her neighbours are landord properties it has also unwittingly meant we have been dragged into a few boundary issues in the past which we always direct back to landlord as really aren't our issue.

To cut a long story short we went on holiday for a week. Landlord asked if they could use our drive to park Work Vehicles as they were working on an empty house over the road, that they also own, that and one of those doing the work on behalf of landlord lives Next door on the otherside of us. His brother also lives in the one opposite us. Meaning the work vehicles are technically theirs but it would be pointless for them to drive back to the compound where they normally store them after the day's work considering they are working a door away from where they live. So we said they could use our driveway while we were away and within reason when we get back. They cannot use the driveway of property they are working on as there is scaffolding up and numerous large pieces of equipment as well as some of the driveway is been relaid. Anyway we arrived back to the scene shown in the picture attached.
Basically we only have one car but CFN has 3 and two family members who seem to have ditched thier cars, so all the light blue vehicles in the picture are theirs, the dark greeny blue ones are Work Vehicles and the dark blue one on NDN1 drive is neighbours own car, red is ours. As you can see landlord had put a Work vehicle on our driveway and then CFN has gone on to park one of theirs behind it (on our driveway) then block it in with another, as well as others dotted about. Meaning landlord cannot get thier vehicle out at moment and we have had to park on road in front of her house. We did authorise landlord to use drive but not these neighbours they don't get on with us and I can't understand why they feel the need to park there and what would possess them to, they can easily park on road outside house or even on grass in front of house, if they try hard enough driveway can fit three cars on plus an extra on grass. Landlord asked for use of our drive to avoid having so many vehicles parked on road as it does block access for bin crew etc if parked both sides. They would also have quite happily manouvered wherever we needed them too if we needed to be in however are now stuck. Landlords rep has asked her to move and she says "I can't I have had a drink" she has three sons all who drive as well as other drivers and won't even entertain moving it. Landlord has called police who have said they will attend tomorrow due to them preventing a work vehicle from leaving. They won't come out tonight as work is finished and not a priority.

I know how all you folk like a picture so have done my best with a pixel image. I haven't added other neighbours cars though but there are some mostly on driveways.
NDN1 is house with blue car and a work vehicle, he works for landlord but work vehicles normally go to a compound at night, he parked one on my drive one on his to avoid an uneccesary journey seen as he was working on house opposite.
The house opposite with all those funny yellow things is basically a building site that landlord is working on and nothing can be parked on it. The one next to that with the three Work Vehicles on drive and the one outside is my NDN1 brother who also works for landlord and has used his driveway for as many vehicles as he can.
The one next to my house with the light blue vehicle is offending neighbour, who has a drive big enough for three cars and a space on grass for 1. Without thier car on my drive or the one blocking it I would be easily have got parked.

WWYD as one workmen wants to build a fence in front of her car and landlords rep wants lads to bump it out way, however police have said to leave it until they arrive tomorrow. Hoping landlord has some clout with police cos this really takes the buscuit. Can't believe her cheek.

Well the police are attending tomorrow so I imagine they will move then although I love the idea of a fence. Please keep us informed.

I'd have banged on door and demanded removal of both parked on and blocking
CFN cars. I can't see how they could refuse that?

Well definitly a CFN, I second the idea of letting the workmen bang of their door at 5am to get them to move.

There must be a reason your neighbour has felt the need to take such drastic action towards the HA's worksmen's vehicles. Using the drive and front garden of one tenant and drive of two other tenants is excessive. It's awful that you are now personally affected but HA's workers must have really upset next door, hope it gets sorted today.

Have you read the OP Penfold Confused How is asking, and being granted permission to use a driveway excessive?

Your NDN is indeed a very big CFN and I'm obviously placemarkimg to see the outcome!

So out off 6 work vehicles they have managed to park only one on road. Whereas your cfn has 5 vehicles and parked 4 on road.......id be tempted to get the workmen to do what your cfn is doing and park inconsiderately and then tell her to piss off, Im sure the builders wont mind playing her at her own game, or get them to build a fence!

The reason HA asked to use my drive was to avoid blocking road as they were aware she may complain. The original argument between them was due to her sons doing some work on their house which encroached on a HA property and caused damage to their gutters and roof. Then I believe there was an issue with a part of the land at back belonging to HA which she extended her fence onto while thier fence was temperarily down for repairs. So it has been a long standing issue but as I'm aware most issues have not been in her favour and proved otherwise. HA tried thier best to accommodate her hence the request to park on my drive so they were not parking so many vehicles on the road. The workmen who work for the property actually live in two of the properties listed so they are actually thier vehicles anyway. The only difference is work vehicles usually go back to a compound at end of night and are replaced with cars but as they were working next to the house they are working on they didn't want a half hour journey each night to return vehicles and come home again which means they have more time to finish the job quicker.

The vehicles from HA have always been kept parked neatly thiers however are usually manopolising the street, parked across driveways on pavements etc. She kicked off 2 Years ago when HA added drives onto our homes as she felt as the only private one she should be only one with drive. Didn't have any reasonable argument and our homes are actually far tidier than hers.
As it is the empty house HA are working on is one that her son moved out of 6 month ago and totally destroyed. Made it inhabitable after mounting up 3 year of rent arrears and getting evicted. He had put a hammer through every door, holes in every wall pulled wires out and urinated in nearly every room. Her own house was purchased from HA about 6 years ago and they had wanted to buy this but was refused due to the arrears. So took a disliking to all HA tenants. She did the same at her old home with neighbours and was evicted over similar issues before moving here, our HA hadls done thier best to accommodate her even doing some of her jobs in order to avoid an argument such as repairing a fence her son broke and blamed a neighbour despite it been on CCTV and other jobs. It's been a long running issue but a similar one she had with local council and neighbours in her old property too.
As yet it's now after 8am and her cars are still there and no attempt has been made to move them.

Partial Update

Well just been told by HA rep that Police called her this morning and she basically said "f* off its a civil matter" Police however disagree as its blocking a work vehicle exiting and have just turned up. They spoke to HA rep briefly and are now knocking on her door, doesn't look like she is answering the door though.

Its a Mexican standoff... Will keep you posted

Sorry for slow reply, got caught up in the excitement.
Basically she refused to answer door and shouted through window to police that it was a civil matter. Police asked her nicely, then warned her and eventually have her a last warning Then called the police towtruck and impounded both vehicles. She ignored them up until the first vehicle was on truck then realised they were serious and her and son came out and screamed and shouted some. At that point she decided that she was gonna move the second car off my drive. Or try too Police kindly informed her that HA have asked that she is not on our property and are issuing her a do not Trespass notice and she had been given plenty chances to move it and would now need to collect from the police pound. At this point she was in hysterics saying she had been advised by solicitor it was a civil matter and police were breaking law, police explained it doesn't apply to this case as the vehicles she blocked where work vehicles.
Its all died down now Police are in discussions with HA to serve family with some kind of asbo to prevent them deliberately doing similar again. As they can tell it was done deliberate to prevent HA from finishing job. At moment our car is back on my drive with a work van behind it She now has to fork out a couple of hundred to retrieve her two cars. Not so smug now.
Just hoping HA and Police can work together so we aren't dragged into it any further and an asbo can be given. As it is she has been advised that if she trespasses on HA land without prior permission from HA (They have listed the properties they own in Street I think) then they face prosecution.

Good result for you and your neighbours. She can’t be prosecuted for trespass - it is a civil offence. Depending on what she is issued with, breach of that might attract criminal charges.
