Is this a sign of rising damp?

I've got a few bits of plaster that were blowing outwards but no visible damp feeling on the surface.
It looks like the skirting has warped slightly too.

Today I poked my finger on the blown bit of plaster and it is crumbly and sand like. Doesn't feel very damp but is slightly damp.

It's such a small patch but has been like this for a while now.

It's a concrete floor beneath.

Is this a sign of rising damp?
