Securing fence panels in so they can't be lifted up - is there an easy way?

One of those fences with the concrete uprights and slots you drop wooden fence panels into. I'm jumpy as hell about the possibility of them being lifted up from the other side anyway (previous very bad experiences with another neighbour who used to do this and wander around our garden free as anything seeing nothing wrong in it)... other neighbour's just started lifting them out to paint without warning me or checking it was OK to do this and it's set me right off on a panic attack because of what we went through with the other guy.

Fence is ours (whatever the neighbour thinks) - is there any quick way to secure the panels down so they can't be lifted up and removed? I can't go through another 5 years of not feeling secure in my garden and like people can come in any time they want.

What do the panels sit on? Are there wood/concrete gravel boards? Could you screw them down to those?

Just sit down to the rear of the notches in the long concrete posts. Think I might have found something online to order and try cos the neighbour is a right sexist prick who doesn't listen to women!
