Planning and building regs cost - double storey rear extension Victorian mid terrace in Vauxhall

Hi everyone,
We are hoping to extend our lower ground and ground floor maisonette. The dimensions would be 3x3.5m each floor.

We have got a quote from a designer and structural engineer which is £900 for planning permission drawings and application and £1900 for building regs.
We are in a conservation area. We felt this was a bit steep as we only need 3 RSJs.

Has anyone had experience in this and/or having any other recommendations that would do this for a better price?

We are planning single extension. It was £600 for the drawings from a technician including drawings for building regs and the tech specs. We then paid £400 for the structural engineer calcs and £86 for the legal cert for permitted development. We will still have the fees to pay building control. X
