What is the best way to fit out a hall cupboard?

So as part of a re-jig of the downstairs of our house I have acquired a lovely new hall cupboard. It's tall (about 2.4m) and the width of a wardrobe with double doors. It's going to store coats/shoes/scarves dh and I are in disagreement about how to kit it out.
Options are rows of hooks along the back wall high and low level.
Normal wardrobe type rails with sturdy coat hangers.
Dc are both teenagers (and bone idle in terms of putting things away).
Any suggestions for maximising the storage space?

We use the Ikea Algot system in ours and it's amazing! You can pick and chose pieces to fit what suits you. We have 2 hanging rails for coats etc, baskets for hats/gloves/scarves, girls have a big basket each for their schoolbags and we have 2 big and 2 small shelves and mini baskets for keys etc. Definitely made the most out of the storage space we have.
I also have one in our utility room and planning to get some for the laundry cupboard upstairs. By far my favourite way of organising wee spaces to the best of their capacities:
