£900 later & the roof is still leaking - what can I do?

Bought the house two years ago. It was built in 2008 so theoretically still under house builders guarantee, but that has proved a minefield (£1000 excess & lots of wiggle out clauses)

It's a small townhouse with flat roof dormer on the 2nd floor and whenever there are torrential rain storms we get water staining on the 1st floor bedroom ceiling.
Next door had same issue and had their dormer sealed/ extra leading etc. We did the same back about 3 months ago and thought it would all be OK now. It cost £900.
Last week we had the first bad rainstorms since the work was done and the same water stains have reappeared! I'm gutted.
I've left a message for the roofer but he hasn't come back yet.

I just don't know what to do about this. Should I be pursuing the original house builder?
Is the recent roofer under any obligation to come back and fix it?

Anyone have any advice/ experience?
