Should neighbouring councils have the same policy when it comes to dropped kerb planning applications?

We live on the border of 2 local authorities. Half of our road in is one council (A) and the other half in another council (B). There is no change to the road, speed limit etc. between the 2 councils. Planning permission is required due to the road being an unnumbered classified road. I live in a terraced house.
We are applying for a dropped kerb. There are numerous dropped kerbs in council B but very few in council A. I suspect that the ones in council A do not have the necessary planning application as I have looked on the planning applications site and can only find declined ones Confused (many also have paved fronts but no dropped kerb).
Should the 2 councils be adopting the same criteria or can they make up thier own rules?
