Is the weight of this picture okay to hang?

Just shy of 11 pounds, measures 70x100cm, hung in a glass frame. The framer has attached cord, I'd presumed wire for the weight.

It's going on an exterior wall with one of the hook types in the photo. Is this ok, or do I need to upgrade the cord to wire?

I think I'd want to go with heavy duty metal hook and pins rather than the plastic ones.

You might need one or two screws set into the wall for something that big and heavy.

the hooks in your photo just have little pins and are only adequate for a calendar. You need something that screws right into the brick of the wall (or the studs), not just the plaster or board.

Assuming you are unfortunate enough not to have picture rails, a couple of vine eyes or hooks would be suitable. You need to go about 35mm into the brick, plus the depth of plaster which might be about 20mm, so a shaft length of more than 50mm. A short screw will pull out of the plaster leaving an unsightly crater.

I think 75mm (3 inches) is a popular length. Available at hardware, DIY and gardening places.

If you put them above eye level, they will not be visually obtrusive, especially if painted to match the wall, and when you have finished with then, you can unscrew them and fill the holes.

The plasplugs should be tapped slightly below the surface of the plaster, this will reduce risk of cracking, and be easier to fill and decorate later (don't try to pull plugs out). If you are screwing into studs you don't need plasplugs.
