Can the local authority refuse to transfer you with an 18 yr old if already living with you

Hi there, i'm currently living in a 3 bedroom property with my 2 year old, 11 year old and 18 year old. However due to personal reasons I need to move and have been offered high priority...however, I'm wondering whether the local authority have noticed that I have an 18 year old.

Do you know whether the council may force me to downsize! As 18 may not be considered a dependant?

Is the 18 year-olds in full time education? If so they won't I don't know otherwise though I'm afraid
