Fiddes hard wax oil won't dry - what to do?

I've used it for years, normally brilliant. Thursday's freshen up dried fine almost everywhere, apart from a patch where the worktop was most worn - majority of food prep done there.

It's still sticky, and sanding hasn't helped. Any ideas? Sand it to fuck? Bung another thin coat on and hope for the best?

If it's all dry apart from a small patch, I would remove the patch with white spirit and apply again, I wonder if there was something on the work surface that has reacted to it?
I've had paint that wouldn't dry, I assume because it had been stored in the garage during a hard winter? Was your tin fresh? Are there any storage instructions, and if so have you adhered to them? Just questions to ask yourself, hope you get it sorted. :)
