But those chips are 27 layers of paint deep?

Obvs I will remove the loose material but I don't want to strip the lot.

Can I use wood filler?

That doesn't look like just a chip. Filling will just bodge it. I think sanding back and remaining is the only way you'll get a decent finish that won't peel again.

If it was just a small chip I would suggest decorators caulk to smooth over the chip, light sand and undercoat before painting but really that needs stripping.

Use Nitromors to strip off the paint. It needs leaving on several hours and might need several attempts. Don't let your DCs near it. Have windows open.
