Joist ends, mortgage retention, out of date survey, help!

We had a damp & timber survey prepared in 2011 when applying for a new mortgage, on the surveyors request. The recommended works were to replace 8 joists (ground floor) as they were rotting at the ends due to damp.

To cut a long story short, we never had the works done, the retention is still on the mortgage and the company who quoted to do the works are no longer trading.

I've asked 4 local companies and no one seems interested.

We cant afford to pay for another survey/report (one company wanted £250) and the mortgage company have just said to go ahead and get another quote. They wont quote without doing a survey first?

Should I be approaching builders? damp proof companies? The joists are easy accessible from the cellar.

The living room is above the cellar and the varnished floorboards sitting on these rotten joists are becoming more creaky and I'm starting to worry that they are going to collapse!

It's an old Victorian terraced property. Please help?!
