If you are planning on staying in the house awhile I would try and replace the artex ceilings rather than just plaster over them unless you can be sure they are very sound. Otherwise they will never be right and will always be a bit Confused . It is a pain messy and expensive to replace the ceilings but if you do they will be lovely, smooth and long lasting.

The same goes for the walls, better to do it properly once.

Ifyou are not staying in the house long term then patching and covering may be the way to go.

I was browsing on the Homebase website when I came across this woodchip cover wallpaper. No idea what it actually looks like in the flesh though.

Don't skim over wallpaper!!!! Some fool had done this in our previous house and the skim ended up totally separated from the wallpaper - you could literally stick your hand behind it and take it off in enormous chunks.

As for woodchip - I went for the great guns with ours. Industrial steamer hired from local building supplies place, plus massive great scraper. Some walls were ok and others involved continuous swearing from start to finish. Took weeks and needed whole of the house reskimming afterwards, mind. Horrible stuff. Still have it in two rooms upstairs and I'm itching to get rid of it, but after 10 months of building hell DH now won't let me touch it Grin.

Oh god, I'm about to move and all the rooms have woodchip ceilings, which, have all got chunks missing out of as it's just been rewired.
I could cry.
