how much roughly would it cost to get a victorian building's common areas with a few flats in it up to current fire safety standards?

Basically I want to negotiate my offer down, as following the fire assessment, I've learned that there are NO modern measures in place in this large Victorian house, high ceilings, with a few flats in it. The managing company hasn't done anything - fire alarm not working, no extinguishers, doors and skylight not up to modern fire risk standard, old wiring in communal hall and some flats (though 'my' flat has been rewired). This is on top of other repairs coming up for which the existing fund will be used (not all of them will be covered) so we are all going to shell out quite a bit on external works and now this as well! I just need some idea how much would this cost for a 3 storey house (with basement separate) as I'm going to try and negotiate down a bit (the offer is very close to asking price but this was based on no knowledge of the state of the building). thanks!
