Worried about SIL in freezing council house, how to get 'decent homes' repairs?

Partner's sister (working full time) lives with 2 adult daughters (one student, one working) in a very hard to heat council house. Acres of single glazing and back boiler over 30 years old. Bathroom plumbing a disaster. They have been coping patiently for years but now eldest daughter is about to give birth to first grand child (her fiance working & supportive).

I'm sure the house doesn't meet the decent homes standard, is there anything DP and I could do to make the council act or help her get new boiler grant or anything? Btw her partner died a few years ago & DP is her main source of family support, I have a black belt in general interfering
