Does anyone have any recommendations? We have two problems - his current bike (bought abroad) has a back pedal brake as well as a "normal" front brake, this would not be a deal-breaker as he has to get used to handbrakes but it would be a 'nice-to-have'. More importantly - and I thought this would be the easy part - it should have mudguards as he uses it to get to school every day in all weathers. Strangely, not only do bikes from - say - Decathlon not have mudguards, they don't even sell mudguards for small wheels.
