HELP dd want to be Captain Underpants for children in need at school !!!

Underpants and the cape is the easy but it's winter and she will freeze.
Please help as they have to be book character and at the moment Captain underpants is very cool in my dd eyes.

I'd put the pants over normal clothes rather than have just cape and pants -- say black trousers and top (or white T-shirt with Captain Underpants written on it), with underpants and cape?
