Can I appeal even if they're allocated me one of my prefernces?

If you applied for it higher than your allocated school, then yes.

If you didn't apply for it or it was lower, then I think you may need to apply first, get turned down, and then appeal.

Someone more knowledgeable will be along in a bit.

You can appeal for any school as long as you have been refused a place at the school. So if you got your second preference school then the admission authority will have refused you a place at your first preference school and you can appeal.
You can also apply for a place at a lower preference school than the one you got (if you have changed your mind) and assuming you are refused because it is full, go to appeal.
