Go for the box idea. It avoids anyone snatching all the food and you running out, but also prevents massive over catering - efficient catering, which is what you want. Also means no need for plates, cutlery etc. you can add a napkin if you want.

Go for less sandwiches than you would think - they are least likely to get eaten. And don't worry that someone might be left hungry - this is never going to the be the main meal of the day, more of a snack.
Yes to pre-packed - so raisins in a box, biscuits in a bag, crisps in a bag - you don't want to be decanting. Drinks pre-packaged such as fruit shoots. No need for extra straws, mugs etc.
The only thing I'd have separate on plates is some carrot and cucumber sticks and grapes and tomatoes.

Have a fixed food time and then clear away - no grazing. Only thing left out is labelled drinks.
Have bin bags ready to throw everything away immediately and disposBle wet wipes to clean the tables fast. Plan to take nothing or very little home of the food.
Some people like to do a beautiful, individualised and themed party tea, with lovely decoration and very special food. That is all well and good for small numbers. Easy and not messy is important for the large numbers you're talking about. It will be a case of herding the children and it won't be a long, quiet civilised meal, more of a gobble!
