Is it unusual for a child to stay on the same book band all year?

Just wanting some perspective really, how unusual is it for a child to stay on the same colour cool band all year?

It's also the ability to process written information in a whole range of scenarios from instructions to blurbs on museum exhibits.

Since the children all sit the same exam I'm sure it's possible to train children who wouldn't normally do so well in a range of scenarios which involve text to score really highly on the exams that they are familiar with based on questions and scenarios that they are familiar with. I think it's called teaching to the test. But I'm sure it can cancel out some of the environmental advantages that children from bookwormy families have.
