What does upheld mean???

We've just had a one line email about our appeal that took place on Tuesday and it says "I write to inform you that this appeal was upheld" I'm being really dim but does that mean we were successful or the council??

Viques, you definitely need an address but you can either own or rent a house from outside the country. I think you are right thinking back about residency but we had a lot of contact with the school before we got back so that we were good to go when we arrived and they were expecting us.

Ignoring the fact this is a zombie thread...

Some LAs will allow you to apply before moving back to the UK provided you can give adequate proof of address and your expected date of return. All LAs are required to allow crown servants returning to the UK to apply before they actually return. No idea which category the OP fell into.
