One Breast Bud

My 10 year old daughter has had only one breast bud on her left side for exactly a year now. Her pediatrician says it’s still in the range of “normal development,” but I am seriously concerned! I’m getting a second opinion and still waiting on a call back from another doctor. Everything I’ve read says that the other should have started sprouting by now (six months seems the longest timeline I can find).
My question is, has anybody gone through this with their daughter??! One year is a very long time to only be developing one one side! Does anyone have any experience with this at all??? I’m so worried for her!

It will come. Every puberty experience is individual and there is no need to panic.

Have you read any books on the topic? That might help calm your worries.

Could it be Poland's syndrome?
Often that affects pectoral muscles as well as breast buds, though - does that side of her chest look completely normal otherwise?
You could ask the GP if they will refer her to plastic surgery, as it's them who offer constructive surgery such as muscle flaps and breast implant.
I have Poland's and had a latissimus dorsi muscle flap at 10 followed by first implant at 13.
