Does anyone have any experience of this? My preteen is asking for it.

Looks just like a messenger app with some kid safety features that stop random people adding them which is a good thing

If you're comfortable with them messaging their friends from school etc then I would let them download it

If you're not then don't

I've used it and it's quite good. You need a special code so they can only msg people you, as the parent, have actually added and the other party has added back. For a first introduction in to messaging it's quite safe I'd say.
