Am I being unreasonable

Friend of mine is best friends with a girl that is making my DD life a misery. Friend knows and appears supportive but has invited this girl to her sons birthday party even thought she said she would not let her daughter hang out with a bully. Unpleasant child bragged to my DD she was going and upset DD so I queried with friend if unpleasant child telling the truth and she said yes. She also then added of course your daughter is invited as well. Daughter in two minds whether to go and whilst I have no right to judge friend just feel a little disappointed. Ultimately told my daughter it was her decision but she keeps asking for my advice. What can I say, should I be disappointed ? DD worried she would be left out as only three of them are big girls. Also she feels let down by the mother who promised her - she had her back

They are 11. Other girl pushing daughter off chairs, kicks the back of her chair in French, turning friends against her, sending nasty messages from other people's phones. Made her fail French test by reading out the wrong words. The list goes on ....
