Breast buds or fat?

Dd2 is 10.5. So far the only bit of puberty I can see is a bit of discharge in her knickers. She's got quite a round shape generally and a bit of excess fat (although I'd never tell her that). With a top on, it does look like she's starting to get boobs but is it just fat? Her nipples still look very flat. How do you tell the difference?

from experience with 2 DDs if the nipples are very flat then not boobs yet, they tend to get a bit pointy with breast buds - they may also ache.....

Yup. Pointy and painful - breast buds. If I remember rightly, you get a little hard nub inside that hurts to prod/squeeze - tenderness generally.

If she's still flat nipped and pain free, she's not there yet.

Dd's the same age and really petite but has breast buds and as everyone has said her nipples are now pointy rather than flat and are slightly bigger than they were.
