are pre-school vouchers changing?

My mother told me she had heard on the radio that vouchers were changing and "it was going to cost everyone a fortune". That's all she knew. I'm not even sure if it was referring to salary sacrifice or early years pre-school vouchers. Can anyone shed any light?
