Low lying placenta 30 weeks

Had a growth scan at 30 weeks and my placenta is considered low lying at 2.3cm. My trust recommend a c section for anything below 2.5cm but I understand other trusts use 2cm as the cut off. Have another scan at 36 weeks but not sure what to do if it hasn't moved. I really want a vaginal birth I am not clear on the evidence base for low lying placentas as trusts differ in their recommendations. Anyone trial vaginal delivery with their placenta 2-3cm from the cervix?
