Why do I have to see a different Midwife at every antenatal appointment?

When I was having ds1, I saw a lovely Midwife at my regular surgery appointments (every 4 weeks till 28 wks, then evry 2 weeks, and finally every week). She didn't deliver my baby though, I saw lots of different Midwives who I had never seen before during the birth and our subsequent stay in hospital.
Since I got pregnant with ds2, I don't think I have seen the same face twice at my appointments, the midwives I have seen seem to rush me in and out (after digging around with long, sharp nails in my abdomen to determine if his head is down yet). Is this normal in most areas, or is it just where I live?

It would be nice to see one or two Midwives throughout my pregnancy, who I felt I could talk to openly if I had any concerns.
