How can you pass herpes / hsv to your baby via c-section/ cesarean

I have done my research about this due to having to make a decision soon regarding my own birth. I am leaning more towards having a section due to having recurrent genital herpes. Although it is deemed quite safe to have a vaginal birth if you've had herpes for a while and are on antivirals prior to delivery, it's not really a risk I wish to take. However I've read during my research along the lines of 'c section does not completely stop the risk or transmission of herpes to your baby' a couple of times. Why is this? I guess even if it's still safer (albeit not 100%) it's still the best option but how on earth can baby contract herpes if they're not coming in contact with your genitals which is where genital herpes virus is present when active / shedding?

I forgot to say, I also read women have still passed it to their baby after having a csection.. I'm just trying to understand how.
