Balloon induction and understanding cervical check

Hi, wondering if anyone can help understand or has any positive stories.

I had the balloon fitted this morning, hoping for a vbac induction. The midwife said my cervix is right forward, 1cm dilated and soft on the outside, and once she had a proper check said it was softening right through as well. I've had the balloon fitted before at 1/2cm, cervix firm and far back so I thought really I was in a better position but she didn't seem overly positive about how successful it will be (said if it doesn't get me to 2cm for my waters breaking then it'll be a c section).

Can anyone explain in a little more detail as to what it all means? And anyone got any positive stories having the balloon fitted at 1cm?
