Is there any routine tests after the 20wk scan that would detect placental insufficiency?

At 28 weeks they will start measuring your bump at appointments if there is a tail off in growth then they will send you for a scan. Also, if you feel that baby isn't moving properly/ in their normal pattern that's a reason to go for further scans/ CTG monitoring. But as long as the baby's heart beat is good at your midwife appointments and your bump is growing then no there aren't any tests for placenta problems.

Why does this worry you? Is there a specific health reason/ history? If you are very anxious about this I'd talk to your midwife about it.
