Baby measuring on 3rd centile and c section

Hello everyone, I’m just wondering if anyone can share their experience or help me with my current situation.
My baby is measuring on the 3rd centile so I’ve been having lots of growth scans for the last 4 weeks or so. It was confirmed last week that I would be induced at 37 weeks due to this as safer to get him out than to leave him to go longer.
I then went back for a Doppler scan at 36 weeks and he was breach. They said they wouldn’t want to manually move him into position as he’s small and would cause distress therefore highly reccomending c section. They’ve said this would be done at 39 weeks ( I haven’t seen my consultant yet regarding this as it’s all happened over the weekend). I’m so confused as to why they wanted to induce at 37 weeks due to concerns of him staying in too long but for c section they would be happy to wait another 2 weeks. It doesn’t make sense. I’ve also had 5 episodes of reduced movements now which means I’m constantly back and forth and having extra monitoring! Has anyone had similar experiences before or been measuring small etc!!
I feel so uneasy about everything.
