Blood screening low hcg

Had my 12 weeks screening results through and my hcg levels are really low 0.18 mom, paap a levels are 0.41 which I also think is low, have read lots on low paap a bit struggling to find much on the low hcg levels this far in to pregnancy, the blood results have made my risk for trisomy 18 and 13 a lot higher at 1 in 147.. it’s the hcg level that’s worrying me I have had one previous miscarriage. The sonographer was really reassuring saying she saw nothing unusual on my scan the NT was 1.33mm and She also said 95% of the time she would notice something for trisomy 13 or 18 on the scan (downs harder to detect) and it was my blood work which wasn’t good and was changing the risk

Just wanted to know if low hcg levels means risk of miscarriage or higher risk of trisomy, have spoken to ARC who recommended I speak to someone regarding the results and all they really said was a very low hcg reading at 7000per litre and 0.18 mom
