Car seat question

I'm looking at the Joie i Spin 360 and while the website says it's suitable from birth I'm really confused whether it's OK to use from newborn?? Most rotating car seats don't seem to spin unless the seat is in the most upright position (I believe it's a safety feature in lots of them) so my question is if I'm trying to put baby in when the seat's facing me won't their head and neck flop forward until I spin the seat back to rear facing and recline it?

Sorry if this seems to be a stupid question but I'm a FTM and very confused!!

I have a Joie soon 360 and really like it. It comes with a newborn insert and only has to up totally upright to turn. Once you have it rear-facing you can recline it and leave it reclined while driving. I didn’t use mine until DS was 8 months and had grown out of his infant car seat but it has a decent recline and he is comfy in it.

I love love love my joie 360, it has inserts to be used for newborns but I would use an isofix one that you can clip in and out and carry with the baby in it for the first few months for practicality! But it was amazing all the way up until my (very large) DS turned 3 a smaller kid would have stayed in it a bit longer!
