Doesn't seem like a massive drop given margin of error so I certainly wouldn't worry unduly.

They measure head circumference, femur length and abdominal circumference, and then plot them on a graph.

Mine do some sort of listen-to-the-cord thing to make sure cord and placenta are working properly - not sure of the technical term for that!

The midwife doesn't measure the baby she only measures you, and this is hugely unreliable.
The scans are more accurate than the midwife but can also be wrong- there's always threads from people being told they will have a 10lb baby and it's then born at 7lb.
At the scan they will measure in the same way as at the 20 week scan. As long as it's in the acceptable range nothing else will happen. If they think baby is too small you might be asked to go back for a repeat in a week or two.
Just remember loads and loads of people are sent for growth scans and there is rarely anything wrong.
