Kicks at 21 weeks

I'm 21 weeks and tonight I'm feeling lots of flutters and movements just below my ribs on my right hand side. Is this baby? Or is it to high up at this stage? I'm sure midwife said he's still lying pretty low down

At my 20 week scan babies head was up by my ribs when he stretched his legs out and pushed up - so I would have thought if your baby was up the other way their feet could well be near your ribs at this stage too.
