Pre eclampsia/ always swelling??

Never had this in my previous pregnancy's however was told I was Hugh risk due to it been more than ten years between this and my last pregnancy!
Suffered with oc on both other pregnancy's so delivered early at 37/36 weeks! Although have symptoms my bloods say all is ok this time!
Currently 35 weeks pregnant and suffered from a bad headache for 4 days straight could t get any relief no matter what I did! Anyway my midwife was ment to come out to see me but couldn't in the end! Anyway tht was 2 days ago and my headache seems to have settled! I just feel generally crappy and sick, went for monitoring today as had reduced movements (3rd time) a urine dip showed protein and my bp was elevated at 130/88 (not massive but it's usually 100/70 , my midwife never picks up on urine as she dips stick in and pulls it out says it's ok never waits the recommended time (very annoying) anyway notes made in preg notes but nothing else mentioned , I have no swelling at all (Infact people comment on how my hands/feet are so skinny no odema at all!)
So my question is?
Do you always get swelling?
Is that classed as high bp?
Should I be worried?
I have a growth scan Thursday and consultant after to plan date of c section as on last growth scan baby had dropped on growth from 50th to 25th centile
Any advice appreciated xx
