Council housing list?

When can i sign up for the council housing list?
Im sixteen weeks currently.
I live with my parents. I've been unemployed for awhile due to mental health and have recently signed up with job seekers/universal credit.
My parents are now planning on moving to another city/council about an hour away.
I'm really grateful I'm able to live with them, but i really do not want to move away from friends and support system, have to find a new midwife and deliver in another city.
I'm really struggling with it mentally and have been waiting for perinatal to get in contact with me. My midwife said she wouldn't refer me until I'm sixteen weeks, my 16 week appointment isn't for another two weeks so i went to my GP and asked for a referral.
I don't really know how the council list works, to be honest.

Contact your local housing authority. But OP you may have to contend with the risk of homelessness or going into a women's refuge because there are very long waiting lists for social housing. It might be better to stay with your parents given your health issues at the moment and pregnancy

Because of your mental health problems, I would really recommend staying with your parents as a support network will be essential. Things will get harder when baby comes, so you may find you need them more than you think.

Also, unfortunately there are not enough council houses which sucks, so you might end up in a very stressful situation waiting for the council to give you something (and it might suck)
