Not all men release sperm in pre-ejaculate (the contents of which were researched to see if it transmits HIV, and it does btw)

But if the man has ejaculated recently, there can be some hanging around from that time.

So yes, it's possible, but I don't think anyone has ever attempted to quantify how likely. (Probably less than urban myth, though, but not something to rely on if pregnancy would be disastrous)

It definately happens, my friend had a pre cum baby and I've heard stories of others as well.

Conception is possible at any point during penetrative intercourse.

If you don't want to conceive, use contraception.
In case you are contemplating the 'withdrawal method' - don't. It's Russian Roulette and your risk of conceiving are almost the same as if he did not withdraw. It's really not a method of contraception more like TTC IMO
