Aren't they being prevented from practising because they're not insured?

Colditz that is true and don't sign the petition if you don't agree but I think it is about choice. In a perfect world they would be able to get insurance and this is mentioned in the petition. Women book independent midwives knowing aobut he insurance issue because they have lost faith in the NHS. Basically it is another example of the nanny state not allowing women to make this informed choice.
