can the hospital deny you the epidural if you need want it and are in the time zone to have one?

Hey, I've heard of not getting one because the anesthetist isn't available at the right moment, but that's all. I've written it on my birth plan in my notes and will have DH there to let them know I mean it. Have you spoken to your midwife. I had a question about birthing the other day and called the delivery suite to ask. They seemed happy to have a simple question presented to them (I thought they'd be stressed and annoyed I'd bothered them - but no)
