sweep too early?

i had a disaster at my sweep yesterday. they scanned me and said the baby's head was not engaged. i am 40 weeks dead on. was it normal for doctor to give me a sweep when the baby was not engaged?

I would think its not completely unusual as some baby's head don't engage until actual labour/birth.
I could be wrong however. We were about 3/5 when I had a sweep at 39+6 then again at 40+4.
