What does 'brimming' mean? - 38 weeks

Does it mean head is starting to engage?
Midwife just commented 'lovely and low' and wrote that in my notes.

When my baby is head down (which is rare, even at 38wks, she spends most of the time spinning btwn oblique & transverse...grrr!) my midwife writes in my notes 'at brim'....& has explained that baby is head down but that she can still move the head with her hands so it isnt yet in the pelvis.

So I guess 'brimming' means that your baby's head is just starting to move into the pelvis but not quite yet engaged..
