Feotus is not growing normally

Hi, I am writing in for a friend, she is due in Feb but has been told that her baby is 10cm shorter than it should be - any advice on what this means??

does she know any of the details - is the body short, or the legs, or the head small, or is it all in proportion ? Surely she will be seen by a specialist who she can ask all her questions of.
