Does anyone know what ths means on medical notes "soft cervix 32/40"

AFAIK, your cervix starts off feeling much like the tip of your nose, then as pregnancy progresses it gets softer until it feels like your top lip. Then when your baby is ready to be born it gets shorter before opening.

I'm assuming you are 32 weeks, 37 weeks is classed as full term, unless your midwife has said anything I wouldn't worry. I'm not a m/w but it sounds ok to me.
