What about limiting the number of toys available, reducing them by one every day, so that you are left with just one? Basically you treat this the same as any other bed delaying tactic. If not actually potty training, limit the sitting time to no more than 3 mins, you could use a kitchen timer to help you here, when it rings it's time to get off, even if potty is unused. There is no benefit from sitting for ages, they don't make the connection with why they are sitting there, it might just as well be a seat!
