Are some children just a lot more prone to regressions?

Started training DS at 2.11 when he went up into the pre-school room at nursery. He got the hang of it pretty quickly (within a week, although poo took a bit longer), but he probably regresses (with wee) about every 3-4 weeks. First it was a holiday, then his birthday, then Christmas, now I think it is changes of staff and new children starting at pre-school.

None of my friends seem to have this problem (they do have girls though - not sure if this is a factor).

Is there anything I can do to stop it happening or do I just have to accept it as part of the process and keep doing the washing!

I am taking him to the docs again today as one episode was (I think) due to balanitis, which I think he may have again. Also, his foreskin doesn't retract much so not sure whether this might be a factor. Doc did say he might need to be circumcised.
