Frequently wanting to use the toilet but can’t release

hi everyone I’m on day 4 of potty training my 2 year 3 month old.
day 1 she did her first wee on the floor as I expected and It really upset her.
thereafter every 15 minutes she wanted to go to the toilet and I obliged her and comforted her but of course she wasn’t passing urine. This has since continued except now she’s asking to go and I think needs to go but can’t seem to relax and release her wee. She’s done a few wees in the toilet but it seems unconscious and she’s upset whilst it’s happening.
she seems so frightened of weeing herself but equally unable to wee on the toilet. I put her back in pull ups today to help that wet feeling so as not to distress her but it hasn’t helped. She’s asking to go constantly.

has anyone had this? How do I pause training or do I push on but limit the trips? Any tips to help her pass urine? We have done stories warm water blowing bubbles
